The Chicago Convention states that the law and regulations regarding entry and departure from a state for air navigation purposes are set by the state being entered or exited.
Article 16 of the ICAO Convention gives the right to search, without unreasonable delay, an aircraft from another contracting state landing on or departing from its sovereign territory.
